I would definitely consider Oorai to be one of the top poster children for using anime in order to develop a city's commercial appeal. That town has had so much success collaborating with Girls und Panzer. Not every town is going to be able to find an anime that fits that well with promoting tourism, but I think that's a good model to look at.
