Nice to see Akane got some roles after the 2015 movie. Still, it's a shame Kogami doesn't seem to have such a big impact considering the duo was kinda the heart of the first PsychoPass season due to how they interacted back then. Then again, at least First Inspector gave them a scene that might give a different impression.

Psycho-Pass is a bona fide classic with great characters, ideas, execution, and themes, but the sequels really didn't understand what made the original great. Psycho-Pass 2 was a retread of the basic plot of Psycho-Pass while making a mess of its characters, worldbuilding, and lore, and Psycho-Pass 3 was just plain boring. I'm interested to see if this film can recapture some of the magic, but it's doubtful.

If you somehow managed to come to the impression that Psycho Pass 3 was boring this film is probably not for you. There are plenty of Kogami/Akane scenes so you might enjoy that though.

I'm very much looking forward to how they wrap up some of the plot threads left behind from season 3.
