パーカー should be translated as parka, not parker. However, it looks nothing like a parka and is really just a hoodie. Oh Japan. Confused

It's more specifically a "transliteration" than a translation. But, yes, the "er" isn't needed. And the diacritic on your "ハ" should be a handakuten, rather than a dakuten. I think it accurately describes the idea behind this.

They're about 3 months to late for this, if you ask me.
