Well, technically not all of it would be, just if it starred the core characters in their age during the series.

Showing the ancient villains like Queen Beryl having sex would not be illegal. But if you wanted to show Usagi/Sarina doing it, she would have to be the 'Queen Serenity' from the future who is an adult who has given birth to Mini Moon, not the high school age Sailor Moon.
