Probably because Franz's feelings are more explicitly romantic.

They're clearly romantic, plus very much one-sided. And given that the relationship between Albert and the Count is also kind of romantic (blatant crush on Albert's side, more complicated on the Count's side), I don't really think the series has any bromance in the classic sense of the word.

Arguably one of the most notable bromances is Evangelion's Kaworu and Shinji. Personally, as Kaworu represented the angel of free will, I see him being gay whereas Shinji was just a close friend. However, regarding whether or not Kaworu was gay is definitely 1 of those arguments I see going both ways.
