Ouch, 29% fall in sales for Bleach. Granted, it only released four volumes in 2011 and 2012. But still, it just keeps falling:

2008 - 3,161,825 (VOL. 32-36)
2009 - 6,471,021 (VOL. 37-42)
2010 - 5,204,193 (VOL. 43-48)
2011 - 4,187,258 (VOL. 49-52)
2012 - 2,974,750 (VOL. 53-56)

Well the fullbring arc was low in its sales. But the new arc seems to be improving. As I said, its ToC rankings are going up. Slowly but surely the sales will also go up.

It's fair to say that usually manga sell worse when they have less presence. The lack of an anime means that it doesn't have television presence, the lack of that makes it less likely that producers will invest in making a movie/video game or otherwise tie in material.

It isn't that much of a decline considering One Piece dropped more than 10 million (relatively minor considering the lead is 3 times over the closest competition). Unstable sales all around. >_>

Yeah, its true that the anime helps a lot. Well, Bleach will have to wait for a few years for that to come back. I doubt any year will be as low as this one since this one had so less number of volumes.

Plus, I doubt anyone is even worried about these sales. I'm sure Kubo isn't losing sleep about it. 3 million is still a decent amount. And like I said, the ToC rankings are rising fast which makes this sales list all the more less effective.
