They own Intelligent Designs, commissioned the game, and presumably greenlit the decision to sell the three different but distinctly similar games.

If that is how much it'll cost to get the other parts of the game (which needs a source) that'll certainly be a steal considering the usual MSRP for 3DS games.

Did people just magically forget the Oracle games for The Legend of Zelda? Those were also two games with radically different storylines, gameplay gimmicks, dungeons, gadgets, and side quests. They also required you to play both in order to get the true ending and had a password system where info was shared between the two in order to do some side quests and get exclusive items. And they were both critically acclaimed and sold very well. What they're doing with FE: if is no different.

There's quite a number of games that do this. Aside from Pokemon and Zelda, Youkai Watch, Digimon, Medarot, Inazuma Eleven, and the Rockman,.exe and Ryuusei Rockman series have different versions with different story/paths/characters. It's pretty common to see.

if you buy both of the physical cartridges will it be the same as buying the dlc for one?

All of those are geared towards kids and with the exception of Zelda Oracle series, were split because they were meant for the encouragement of socialization either through trades, vs, or both. The FE series is geared towards older teenagers and adults who are the ones who won't stand for such practices. FE is not meant for this model whatsoever.

All the Fire Emblem games are rated either CERO A or CERO B, just the same as those other games. It's not aimed at teenagers and adults in Japan. In America it might due to culture differences, but it's still a Nintendo franchise which are all rated either A or B.

People probably said the same thing about Awakening having DLC and they apparently took such a practice lying down especially if the Summer & Hot-Spring Scramble DLC is anything to go by.
