The way I read it it sounded like this crank just saw some DBZ fanart on Google and I doubt he's ever seen an episode of the show to know what he's talking about or knows what anime is. There's been a lot of attempts by politicians lately to try and crack down on adult content on the Internet like Tumblr's ban on porn which ends up targeting a lot of fan artists and especially those in the LGBTQ+ and kink communities that has a chilling effect on erotic artists and freedom of expression.

Well, there's roshi groping girls and maron episodes (kuririns first gf) also had quite the amount of fanservice. I might also add that the earlier Dragonball was much more fanservice-heavy, like they had scenes of an underage girl flashing her p*ssy, you could see girls topless with exposed boobs a few times, bulma kept wetting herself in scary situations and pervert characters were not rare. Either some concerned parents showed him scenes like that or he just doesn't know what he's talking about xD |

I'm sure DBZ got singled out by virtue of it being a big property more than anything. That said, what is with anime being in politicians' sights lately? It's bad enough when people make ignorant accusations and assumptions about it, but far worse when someone who has, or in this case is seeking, political power can't be bothered to know what they're talking about.
