I'm assuming when you say that Steamboy is Otomo-san's first feature-length film since Akira, you mean solely as director, right?

If not, then he wrote the screenplay for Roujin Z and personally directed the Cannon Fodder short in Memories since Akira.

But I'm giving you the benefit of the doubt and assuming you did mean directorial duties :)
