Well, it obviously isn't, but thats beside the point. The point is that it USED to be the norm to make shows assuming there would be no more seasons, which led to any number of totally messed up sequels, Shana and ZnT being major offenders, the aforementioned Rozen Maiden as well.
Now, its normal to leave stuff like this in, and if it doesn't get addressed in the current season, well, so be it. Not having all the details about Chihiro and Meru's mother doesn't actually negatively affect things, and if the show had been a success, the plot thread would be there to be picked up. As it stands, it dangles, but since its not directly related to the main plot thread that was driving the show overall, its no big deal.
If they'd cut that, and were going to make a sequel, they'd be in the situation where "oh yeah you're supposed to know this already but we cut it out because we think the audience is made of idiots"
