I believe his point was that laws like this are unenforceable and have little to no effect on anyone.


Until you get another Christopher Handley and then everyone is up in arms.

Just because people choose to ignore something does not make it unenforceable.

Both. There are shops openly display bootlegs of Japanese live-action porno and hentai anime, and if you want the legal ones many places accept special orders.

What bothers me is that animated pornography has a huge market, yet the outdated laws and hypocritical lawmakers ("cartoons are for kids!") block the way of legal products and force consumers to buy bootlegs instead.

Most likely to the bootleggers themselves, because bootleg sales are mostly done in cash with no recipes. That means no physical nor electronic records to calculate general sales tax.

Why is there a sudden urge from governments worldwide to introduce legislation such as this? Surely police departments all over the world have enough to do without having to go after a new class of criminals appearing overnight due to laws like this.

One of the main problems I have with this is that this will most likely divert police resources away from real child porn and from catching those who make it, distribute it, and consume it. Therefore children may not escape abuse from child pornographers because the special team created to catch them is hunting down people with drawings of child porn. It's quite immoral really.

A valid point & one I missed, thanks. But the problem is that they tend to be used when somebody needs an arrest or someone needs a rep or someone is just bored & decides a little crackdown is needed.

"Quis custodiet ipsos custodes"? http://en.wikipedia.org/wiki/Quis_custodiet_ipsos_custodes%3F is the problem.

We have a recent case here where a Government Ministers husband was caught watching porn on Pay TV. The problem was that he charged it as a Government Expense & was reimbursed.

How can we trust any politician? Anybody in a position of power? Therefore it is even more important that our laws circumscribe their ability to interfere with our justifiably private lives.

Personally I'm no fan of loli/shota anime, it's real borderline CP to me, especially the more lifelike drawings... =| But that is my opinion, I can see some people having a problem with this ban though.

This seems very similar to an Australian judge recently ruling that simpsons porn was equal to child porn. I think that once comparisons are made like that, it can get very difficult. Simpsons characters now have a "right" not to have porn made of them, what next?

Yes, I'm a Filipino. They can pass this bill for whatever reasons due to alarming increase of child pornography here. This is just a part of what they so-called "Child Pornography Law" proposal.

But...with the current setting of our country now, this will be just a law on paper. Hate to admit it, but fellow Filipinos, it's true.

Piracy here is so rampant that you can buy bootleg anime and hentai on the sidewalks at affordable price. To take note that these hentai animations were being sold in a packaging that looks like an innocent anime title without nudity on cover.

And heck, "and have been found to possess, download, purchase"? Philippines, behold the power of the Internet world.

The worse part of it is they are generalizing the term "hentai" here prior to passing this bill. They don't consider normal/loli/shota/yaoi/yuri here. Too thick-headed idea? You bet. That's how our politicians think.

AFAIK there are reports before that some Hentai animes are produced in the Philippines by Filipino animators(they're outsourced BTW by those in Japan) and they even dub some of those in english here by Filipino voice talents...

The only problem is those lawmakers can't apprehend those people...
