I dont remember anyone actually BEING underaged in the movie... but it was quite a while ago that I watched it so I could be forgetting..
But thanks to this mess up you can buy it for $1.99 in the bargin bins - nobody wants this version anymore.

Nearly every domestic hentai distributor has released multiple titles that could be considered to have lolicon content. The only one I can't recall releasing anything loli-ish was Softcel, but I was never terribly familiar with their lineup, so I could be forgetting something. |

It's entirely possible to be a high school senior and be 18. It's possible to be 18 at a lower grade than that as well, though it is uncommon. Hell, in my highschool we had a sophomore who was 18 (meaning he would have been 20 when he graduated).

The problem is that the law is vague and seemingly contradictory at points.
