Is this a reverse Harem? Or are those two character in the front with long hair both women?

Why do you assume it is a harem? I assume it's a manga like Psycho-pass. The serious that despite being RIPE for otome-bait, has little to no romance. Project ARMS was heavily a horror/action manga, so I doubt romance will be the focus.
