1st episode in April 2023? Man. That will be quite the trek to just the current season.

Looks like all of the slots for the next quarter were all booked up, so this series couldn't do what Isekai Ojisan did and repeat the season in Q1 2023. That, or they didn't have the time to finish production to make it in time for a full airing in Q1 2023. Considering why the season dropped off halfway, I suspect the latter scenario was more likely since a lot of work must have gone on behind the scenes to catch up.

This sucks. I wish Crunchyroll could just stream the remaining episodes this month and not have to wait months.

...that would require the episodes to actually be finished and aired in Japan

It's most likely that those episodes don't exist yet, not in any publicly viewable form, at least. This staff member's death seems to have severely disrupted the entire production. They may need some of this extra time to reorganize the team before they actually begin making episodes again.

For some reason, it didn't occur to me it would start over, but it makes sense. I doubt they could get an agreement with broadcasters for only half a season and have to fill the rest with something.

Considering there are two credited art directors, one explicitly billed for the rebroadcast, I wouldn't be surprised if the original one died and they simply got someone else from the same studio to take over.

That might explain the delay, and more importantly, who died during the production of the first half.
