In the game we've seen Persona manifest themselves without the use of an Evoker. I'm sure there's issues with control if they aren't summoned right, but the Evoker was never necessary for them to appear in the game.

Yeah, only a guess. The trailer certainly stays away from guns-to-heads sort of imagery if it is in there, though.
