Knew I recognized the art style from somewhere, and the second clue finally made it click: spoiler[Hiroshi Tsuruhashi from "The 25th Hour" episode of Human Crossing].
And given that I actually once reviewed the volume that this episode came from, I really should have gotten this sooner. . .
