I'd say so. The week wait is to allow people a reasonable window to watch the source since not everyone can see it the day of release.

Yeah, the streaming dub thing in this form is so new that it's never been an issue before. When we start the next round, I will update the rules to make it clear that the "one week" rule also applies to English dubs that are streamed under these circumstances.
New quote, from the dub: Character A: "Of course, the adults' agendas are only part of my motivation. I'm also doing this because a want to. After all, the pursuit which gives me the greatest pleasure. . . is witnessing the misfortune of others!"
