Wait, wait, wait...who in the hell is saying in Russia that they should ban Dostoevskey. One of the most brilliant and powerful writers of the modern age? They can't honestly believe he's evil or something.....

It is a kid's show. It airs in a very popular kids timeslot.

It ran in the same magazine as One Piece, Yu-Gi-Oh, Naruto, and Dragonball. Those are all highly popular kids series. If we were talking about a magazine like Champion Red, then maybe, but Shounen Jump is skewed pretty young.

It doesn't matter what shounen means. Shounen manga no longer is for 'boys'.

Shounen used to be for "elementary schoolers to junior high schoolers". It has now "expanded readership to skew works for higher age groups such as high school students post-1960". The Japanese wikipedia pages for it are fascinating and their sources are solid.

While shounen still means "boy" and "young person"--the manga magazines have changed their target audience to teens.

Kodomo manga now takes elementary schoolers under its category.

^ Still, I see a lot of people assume way too many shounen titles as seinen or "adult". Even Brian/Answerman makes that mistake. Likewise, assumptions about the reverse, like seinen titles K-On or Hidamari Sketch, or Otome Youkai Zakuro (which people assume to be shoujo) are common too.

Basically it's set by the publisher. It's not determined by the content and it's not up to the reader.

Faiga_Raisa already answered you about the Shonen and preteen/teenager target audience!

Shin-chan airs at 19:30h that isn't a kids timeslot. I would call it a "family timeslot", but that doesn't matter, because television do not divide demographically in the same way as the manga industry does(at least in my knowledge). I always seen TV as a more dynamic/flexible industry than the manga in this aspect. Doraemon is a Kodomo manga and Chin-chan is a Seinen, but they are shown side by side. One Piece aired at the evening before, but now airs in mourning. Shingeki Kyojin airs at night, but is a shonen(a dark one, but still a shonen)

True, basically is decided by the publisher, but that demographic division means a lot. You can prosecute(or try) if you think that some material should instead be in a upper age demographic, and you cannot, or at least are warned that you shouldn't, buy magazines and volumes of a demographic higher than your age. Is similar to Porno Magazines/heavier literature, is possible for a kid to be able to buy one, but he certainly will know that it isn't for is age.

Hey, hey, guys! Wait a minute. Well, obviously, there are some stupid politicians, as well as some stupid grown-ups, but what the hell?! What is that *crazy Russians*? I am Russian, and I am kinda disgusted with all that vodka-matryoshka stuff. Just the fact that there are some stupid people does not mean we're all the same. You know, we're often against such mindless initiatives. Just read about Russian *non-safe* internet sites bans ("go kill yourself" is suicide propaganda, let's ban it x_x), you will understand what is going on. I think, about 90 % of Russians are against such *appeals*.

Well, sorry for such a stream of consciousness, but I am just kinda annoyed with all these speculations.

IMO this manga is more likely to be banned in Russia by Putin, should he learn its existence.

Not every TV channel producer or executive knows the true genre and/or demographic of a specific title. Trust me, most of them think "animated = meant for and safe for kids."

Ten years ago in Taiwan, a kids channel aired SisPri and ignited some controversies and complaints from parents.
