I've never had any trouble carrying small amounts of candy or cookies into the US, for personal use, always declaring them on the customs form. I don't know about mail order. It would probably be cheaper to pay an agent in Japan to just send you the premium material than to try to get ice cream shipped over so that it would survive. And there might be an issue about pasteurization.

Wonder if there's any chance of seeing these at a nearby Asian supermarket. I was pleasantly surprised to see Dragon Ball Z soda cans recently. Who knows...
