The fine seems to match the money spent on the shares and whatever profit he made from them and maybe some extra for punishment. I suppose that's fair

Agreed that the fine/penalty is fair.

Now the question becomes: does anyone work with Naka and/or PROPE ever again.

Appropriate for him, but the biggest punishment is that he's officially done in the games industry. His post-Sega career was already lackluster and his previous reputation as a diva was catching up to him. Never working in the games industry is an appropriate hell

I do not think he will be finding work anytime soon at any company given this incident. Sonic Team seems to have gone in it's own direction, however..

He hasn't worked for SEGA in almost 20 years, the last Sonic game for worked on was heroes.

^His last game was actually Sonic Riders and he left in the middle of 06's development.
