When I went to rate my manga I saw a seen some label and I thought you have to read manga. Would it be logical to have a different rating system for manga instead of having the same rating system for anime

Are you rating your manga from the Encyclopedia entry or from My Manga? If you're rating the manga from the Encyclopedia, that's where you're seeing the "seen some" label. If you're rating from My Manga, you'll see the appropriate "read some/read all" labels. So I would advise to rate the manga you've read from the My Manga section. As for the rating system itself, personally I think the rating system used for manga is appropriate.

When you add a manga to your My Manga list, you click on any of the following.
All
Some
Want To
If you put it to your Want To part of you list and you have seen it. You will click either Some or Seen All. Than you rate a manga telling whether it's good or bad.
