Why are people on these forums not allowed to request links to downloads/fansubs? I do not understand why this rule has been put into effect. Could someone please explain the reason to me?

First, because it's not legal. Second, because the Admins say so.

There's actually a sticky thread in the Anime Forum. I'm not sure if it'll give you the exact explanation your looking for, but I think it's good enough to explain the general idea.
