On the Animesuki Site it says that School Rumble is Licensed But on the ANN Encyclopedia it says it isnt. Its Really Confusing!

First off someone is confused and its not you, ANN is probably right... does this bittorent site still let you download the anime, because if its licenced they arent supposed too. So I think that its still not licenced and I think that you should feel free to download it.

It is not licensed. The site you are probably refering to is counting it as licensed to avoid confusion. Besically, Media Factory or whatever, the producer for the series, asked various sites to stop fansubbing and distributing their works illegal on the internet (yes, fansubbing is illegal).
That explains everything.

Ummm...well, not really..because i checked it on the *Anime Suki* Site looks likes like people say it is and they say its not lolz really CONFUSING ~.~

Shut up. Listen, that site has it listed as licensed because they wanted to avoid confusion, since most people didn't care where it went and why it went, simply the fact that it is "gone". School Rumble is not licensed, it was simply a spat with the original authors who told them to take down torrent links.
If you ever went on MSN messenger, I could answer these things for you

Like Steven said, it's not licensed, but the site you are referring to is not hosting any of Media Factory's works, because of a letter they sent out requesting sites not to do so.

Is the OVA they're referring to the one included with the video game? I can understand their interest in protecting their property, but I'm disapointed that I'll never get to see this
From what I've read, the game sounds like it'd be great to play - especially for fans of the series. But with no subs, and being coded for Japanese PS2, I doubt I'll ever get a chance to check this out.
Anybody have spoilers?

I don't know everything, and I don't think there is anything wrong with showing frustration when someone obviously isn't listening.
