If they're including Tsurugi, they may as well have gone the whole nine yards and given us Jotaro as well. No offense to Jonathan/Joseph fans.

No I agree. I was very shocked to see the exclusion of Jotaro for how popular Star Dust is.

I think when this game went into development, Phantom Blood was airing. So that's why we got Jonathan and Joseph.
