This being Danganronpa, there's been far more bizarre things than a character with an unexpected voice.
The part about the character having a different look isn't entirely accurate, although it entails a bit of a spoiler: the character in the Despair Arc is (most likely, anyway) an impostor who has the ability to impersonate anyone, so for obvious reasons the voice actor is presumably playing both the real thing and the impostor. (Said impostor was impersonating Togami in the second game and was thus voiced by Ishida Akira.) Of course, this is purely assumption (albeit extremely likely to be the case) and is rather spoilery, so I doubt there's much way for a news article to handle it accurately.

It's not disturbing, it was normal. Especially with Goku, since Nozawa played him since he was a kid. Toriyama had no idea to make Goku into an adult when the anime was first created. Seriously, nobody would trash-talk that much about Nozawa if Goku was never allowed to grow up.
And Kenshin is an androgynous men. Female seiyuus voice feminine-looking male characters were common in the 90s, and it's still common today.
For some reason, I think that the roles of Kugimiya and Miyake are accidently switched by the Japanese website. Great Gozu looks kind of feminine.
