it really really feels like they put this project on hold until they were able to fix whatever problems existed with tamura.

Finally, a film of MGL Nanoha that isn't a mere rehash of a season (the first film arguably being an exception)! Not to mention that people will finally have a chance to see the Florian Sisters in action.
Now if only SOMEONE in the U.S. would pick the show up...It's been over a decade...

More than that. Aniplex was increasingly involved in Movie 1st, Movie 2nd, and ViVid, but isn't part of Vivid Strike and isn't distributing Movie 3rd. ViVid's BDs finally came out this week well over a year after the show aired. So it seems more likely all of these problems have been on the production side.
