The home video release for the movie (as it was originally released in the box set with High Speed and the two compilation movies) was done in October which means it was dubbed before that, probably at some point during the summer. (I don't know if the theatrical showing had a dub or not) So yes, he's in it. There's not much Funimation can do short of redubbing his part, recalling and replacing every copy, which would probably be (relatively) very expensive to do, especially since there'd be very little profit in it. It sucks, but it's a reality of business.
The big question is whether or not the home video release of season 3 will maintain his presence. Because they actually are in a position to fix that before a home video release. They haven't announced it yet, so a delay would be effectively invisible.

I bought the movie collection and Vic is still in the Take Your Marks DVD, speaking only for myself I'm quite happy with that. I enjoyed all the movies and thought TYM was really good.
