Probably financial troubles, it plagued the early years of TV anime.

I'm amazed that this survived for 50+ years and can still be viewed, even if a lot of restoration is needed. I doubt that this was stored in the best conditions. A lot of artwork from that era was stored around indoor smokers and the artwork reeks of smoke. I assume the same could be said for films as smoking indoors was permissible in Japan until roughly a decade ago. Even back in 2010, it was not uncommon to find a smoker's section inside a McDonalds in Japan.
