If Onmyo Kaiten is any indication of david production's capability in CGI, then... may God help them for the horses.

Afaik, most of the CG staff involved in Kaiten aren't in-house from DP, so I wouldn't use that as a reference. Golden Wind actually had really solid CG use from their in-house department.
That aside, I am really happy with this. The duo of Takahashi-Kimura AND Kato returning means we're getting the best of both worlds.

You don't even have to look at Onmyo, the attempts to do stand battles in CG in part 1 of Stone Ocean were particularly rough

I figured Kenichi Suzuki wouldn't come back, since he's busy with Vigilantes, but I'm surprised that Toshiyuki Kato will be working under Yasuhiro Kimura and Hideya Takahashi instead of being the new chief director. He's more experienced than them.

Golden Wind was the sweet spot of production values, pacing and direction in general. Naokatsu Tsuda will be missed but he left the studio. Let´s see how they will cell shade those computer horses. The final boss of animation.
