The superfluous addition of Katsura and the Shinsengumi necessitates a superfluous original side villain, I suppose.

I'm just gonna assume they're adding people so Katsura, The Shinsegumi, and/or whatever other characters who weren't in the original arc have something to do.
Granted, with how strong Hosen is, I thought they could just be part of Gintoki's attempt at fighting the guy. They'd just get knocked around, but they can have some cool Shonen moments of determination.
