Why has nobody created a thread for this yet? Anywhere else would have had dozens of communist conspiracy thoeries floating around by now.
Cool

So... The Japanese manga industry - really, THE manga industy - wants to seek government regulation and move toward more controlled economic activity, in the spirit of old Mother Russia and Red China.

I guess it doesn't bother me much. I still don't enjoy looking at still pictures much, and I doubt my manga consuming habits would be hampered one wit if I were a Japanese citizen. (Not accounting for the fact that if I *were* a Japanese citizen I would probably have a completely different mentality and could easily be shameful mangaoholic...)

...But I'm sure a lot of other people probably would, and will be bothered if this movement takes hold. And I can sort of sympathize with that, even if I don't enjoy manga very much myself. If the material in question was anime rather than manga (somehow...), I probably *would* be pissed.

I admittedly don't know much about the economic situation of the [Japan's] manga industry at present... But I guess the question that immediately comes to mind is, "What's wrong with letting people buy used?" The producers and sellers have succeeded in selling their product - which in thoery should cover their production and marketing costs. It's not like the whole country is just going to buy single books and pass them around until everyone has had a chance to read it. At face value, it seems to me that this is a classic case of big business trying to abuse the free enterprise system, and better themselves at everyone else's expense. If that's truly the case, I think someone should prod the Diet (etc) into revising Japan's anti-monopoly and/or pro-competition laws.

But like I said, I'm not really aware of the state of the industry.

Any thoughts?

Well, I don't really know anything about manga sales in Japan, but I would assume that it's gotten to the point where buying used manga has gotten out of control. While, like you said, it's not like they're buying one copy and passing it around, but it's still enough to hurt the business a good percent. Of course the companies are greedy and if they see a way to make money, they will.

Personally, if I lived in Japan I wouldn't buy used manga. I'm very over-protective of my DVDs and manga and everything must be in perfect shape. Manga doesn't really cost very much, it's a lot cheaper than DVDs, so I see no reason not to buy new manga.

Might as well throw in another question, do you think phone book manga like Shonen Jump helps or hurts sales of the graphic novels? Because that could also be a factor in this.

Come on people! Maybe I care more because I find manga(and printed media in general) more interesting than anime for the most part, but the main idea is a bit wrong.
Manga companies already have a highly lucrative monopoly over manga(there's mainly only two or three big companies who control most of the decisions in the manga industry)as it is.
My main concern really though is that with the regulation of used manga shops, it might be harder then ever to get older manga! Sure, the extremely popular titles might get reprinted, but a lot of titles will almost never see the light of day again except for used manga shops.
If they do want to pursue some type of regulation over used manga shops, then I feel that the best idea would be to have a certain period of time when selling the used manga would be illegal, then after the period, you can be able to get it for sale in the used manga shops.
By the way, about being hard to buy manga. The amount of manga to anime is astronomical, and a lot of the series have over 10 volumes, being around $4-$5 each, you can really spend money FAST.
I also don't really think that weeklies hurt the market. The main idea is that you buy weeklies or monthlies, etc., to get every series a week. If your a huge fan of a specific series, then you also collect the comic form(graphic novel form, or tankouban). Weeklies are a better option for the price concerned as they are around $2-$3 a pop, you get A LOT more manga than if you just spent it on tankouban, but its harder to keep them.
