No, it just so happens the Lucifer and Uriel are 2 of the more powerful and popular ones. Rei is Amakusa Shiro, Shinji is Athos (Three Musketeers) and Mari is Apollo X.

Even so, Kaworu in all canonical interpretations has been the "fallen" angel that has his own free will and desires. Like, you know...wanting to get into a certain pilot's plugsuit and stuff.

Rei as the rebel Amakara also makes sense even if its arbitrary.
