But interesting that Vice isn't bothered by his crush being gay, but by Luna's actions.

Nothing like receiving some consolation on a crush not ending so well...only to suffer an unexpected defeat afterwards!

I really doesn't appear to be that. From what he says here, he's not upset Luna is on a date with his crush, he's upset Luna is on a date period. Add to that his belief that she's only on the date because of him... But then he's just as upset at the idea that Luna wasn't thinking about him at all and is genuinely interested in Maybell.

Now it'd be a typical development to have Vice realise he was in love with Luna the whole time, and were this a normal anime you'd expect them to hook up since both their names are in the title. But the staff here on ANN are vocally against such clichés, so they might purposely be subverting that. Have to wait and see how things develop.
