This is a very troubling read as someone who works primarily with seniors, if there were any charities to give to to help, it would certainly be nice to know about them.

In addition to the real-life tragedy, in production work for the anime, it is noted that the complex and it's surrounding area was originally the forest home of the tanuki in the film Pom-Poko.

It's the issue with post-war social housing. Nobody wants to live there anymore and wasn't built to reasonable quality, so everything begins to fall apart. In the New Town area of Tama specifically referred to in this article, many are being replaced with new ones addressing the anti-social aspects of the old ones to bring young families back into the area. Of course, it's not so much of an issue in the Tokyo metro area compared to back-country areas where the population has been declining for decades.
