Interestingly, I guess I could see the "public shaming" as a way to slow down harassment, but more has to be done and the issue really taken seriously before it decreases much. But that goes for everything.

My first thought was that the police were going to actual pretty boys and asking them to lecture gropers because they're obviously so cool so the gropers would listen to them. Sounds like the plot for an anime next fall. Now if Rail Wars had used that for the plot it would've made the show so much better.
