That he is, and since a female was cast, it is a very safe assumption that a particular effect was sought, which will inevitably be lost because of localizers' insistence that contraltos don't exist in America.

We'll first have to hear what voice Mitsuki Saiga will use for the character. She is, after all, one of the few female voice actresses, who can sound manlier than some male voice actors, if needed (her role in Yuri Kuma Arashi, for example).
