The only thing more surprising than Mike McFarland directing this is Monica Rial isn't voicing one of the girls.
(Also is it just me or does it seem like a lot of their dubs lately seem to be focused on building up their newer talent?).

You're definitely right about that. I've seen Monica in two roles this season and they're both supporting. I do know she's working on the farming Isekai also and that is much bigger role.

A lot of their regulars did just because eligible for SAG-AFTRA. The Black Clover dub was done under union regulations, and, unless I'm mistaken, you only need x number of lines in a SAG project to be eligible for the union. You can see Jill Harris advertising that she's now SAG Eligible in her twitter bio.
My point is, this might be CR building up their younger hires, but it could also be them sending a message. Dallas Reid and Jill Harris are working this season, but with Dallas not-so-subtly subtweeting about CR's business practices and Jill proudly advertising... Who's to say?

I'm gonna say you're overthinking this. The voice directors cast their own productions at CR. I highly doubt they're thinking about who's SAG-E/SAG-AFTRA or not from the Dallas voice pool.
