Also, if anyone wants to know where to buy PGSM at I have a good site. The DVD's are region 1 with subtitles. It's a great buy

It means that it's an illegal copy. PGSM isn't licensed in the US yet, so any R1 is an illegal copy. Right now, the only legal DVDs you'll find of it are the Japanese R2s.

No.

The FBI won't be banging down you door anytime soon.

Copyright enforcement is never done at the level of the end user. But as can be see here distributors and manufacturers can get in trouble.

Can the website selling them get in trouble. The DVD description did say that it was a tv rip...i don't know what that is though. is it the same as bootlegging?

If it's a TV rip then it sounds like someone is selling fansubs which are just as illegal and you can get the same things for free online.

Yes, they can get in trouble.

Especially if they are selling them (as opposed to distributing them for free).

The instant someone crosses the line from breaking the law for fun to breaking the law for profit, the law tends to come down on them much harder.

It can also mean that it's an HK Bootleg which I seen at chinatown. It's also TV rip.

True, but bootlegs are more often attempted to be passed off as the real thing and rarely advertised as what they are.

The bootlegs? There's plenty of places to find them online. However, I recommend that you either get the R2 imports, or just hold your breath and hope that someone will find it in the good graces of their heart to license it for a US release.

Maybe if someone licenses it and it actually sells a few copies, someone will realize that live action isn't a bad market and will get the GTO live. Very Happy *Sigh* I wish.
