No Symphogear G or Futari wa Milky Holmes does appear to mean that no home video license of the a simulcast series = no sequel simulcast.

And for some reason their stream is censored. Even though the broadcast version isn't and neither is their stream of season 1.

season 1 was censored as well. somewhere along they way, well after the broadcast, they uploaded the uncensored version

The version you're talking about is exclusive to the premium channel AT-X, which costs 1890 yen (US$19) per month.
Anybody watching free broadcasts in Japan is seeing the video Funimation has.
