People seem to forget that smoking marijuana used to be a career-killer in the States for politicians or any media personality who had a clean image. Apparently it still is in Japan?
As for the other part, if she was trying to pass off having breast augmentation as the effect of a push-up bra, and was using that as part of a promotional or advertisement scenario for said bras, then that's a more serious matter that could even have legal consequences for false advertising. (Not sure how stringent Japanese laws are on such things, so that is pure speculation.)

Looked around for Japanese news and found an article that spent maybe 85% about the underwear scam and then a little bit about marijuana at the end.
Apparently she smoked that while abroad, so there are no Japanese laws broken regarding that. But in her apology she claimed that she smoked it without knowing what it was, while there also seems to be alleged screenshots of her bragging about it to a friend, so who knows what the truth is.
She also said that she would be refunding purchases over the next two months.

The push-up bra issue would usually fall on the advertisement company, not the model they were using to promote it, unless they were specifically sold under her name. Even then, many advertisers pull similar stunts, and, as long as they put a legalese note in micro-type somewhere, it isn't a legal issue (just regular scummy advertising).

Any kind of drugs usage is clear career-killer in Japan, even if she not exactly broke the Japanese laws - it's also about the image of a person affiliated with media in japanese society, which have a very strong, basically zero-tolerance dissaproval about usage any kind of drugs, and usually it ends with basically discontinuing the support of every single piece in media or something that related to that person (Saya Takagi case), or trying to remove that person from it if it's possible (Pierre Taki case).
So yeah, this is seems more of a real deal than just the push-up bra scam.

Japanese media / company / governmental behavior are still in the Meji era. Woman still struggle with basic rights, never mind instant scandal because the image of a idol is ruined by past event which maybe extremely minor. While i admire Japan in someways, i find it despicable in other ways.

Japan is still gripped in the "Reefer Madness" phase, there's a somewhat infamous Detective Conan case where there is a story of an entire house party devolving into everyone going crazy and slaughtering each other being blamed on marijuana. It's oddly now an important story in the backstory of the leading bad guy and I sure hope they eventually change it into being the fault of an APTX protype or something.
But Kudo hearing the story and immediately thinking "Marijuana!" will never be forgotten.

putting aside the pot (because as someone mentioned earlier drugs are extremely taboo), breast augmentation and potential false claims about push-up bras?
Honestly, that might be the weirdest scandal condition i've seen so far for a VA.

Ehm, it's absolutely no matter if it's about woman rights or not - if any Japanese media person was just even caught with the use of drugs, it will be completely outright kill their whole career in a couple of days that the companies even try to obliterate your existence in media. Again, Pierre Taki case, or the very recent Yusuke Iseya case.

And that was the exact same reason why they developed a zero-tolerance policy for drugs in modern time, like China after Opium Wars. They moved on this way.
