At about the 19 minute mark of episode 12 (the one where the tachikama runs away) there appears to be a poster for a Lupin movie on the wall behind the Major when she is talking to the director. I was hoping somebody with Japanese skills could take a look and either confirm or deny this:
It looks like he has the hair, the jacket, the tie and the shirt from the anime/manga and the pose from the cover of one of the "Most Wanted" manga.
If you care to watch the whole scene, you get a few other views.

The writing from that angle appears to say "furansu no onna" (woman of France) though since there is another kanji following the character for woman that I can't make out fully, the reading of 'onna' could be different if it's being used in combination. If there is a straight on view that shows the kanji that is cut off at the bottom, I might be able to figure out what the full title on the poster is.

The character right beneath 女 is 探, most likely the first character of 探偵 (tantei, "detective"). It's highly probable, although not 100% certain, that the full title would be フランスの女探偵 (furansu no jotantei), literally "a female detective of France," or more fluent, "a French female detective."

Hmmm, so basically no. I know that the woman in Stolen Lupin is French, and that in Angel Tactics, Zenigata teams up with a female detective, but both of these came out post GITS. Darn it, I was excited too There was a good shot of the bottom of the poster, so I'll post that just to finish the phrase. Does anyone else think that looks like him though?

I love the Tachikoma days where Dio's "The World" stand is used. This is clearly a Jojo's reference.

I'm sure it was meant to be a Lupin homage, even if the poster doesn't specifically mention him. Good catch; I never noticed that before.
