Why would they make Kira Yoshikage a pre-order bonus? That really messes up the flow of the game, since he's a main villain.

Odds are that he's a boss character in the game's story coverage of "Diamond is Unbreakable" that will be made available as downloadable content at a later date. It seems that, for the most part, NBG is limiting each part to about two or three playable characters at launch. With, of course, the exception of "Stardust Crusaders", which has, like, six or seven.
