It's a unlicenced computer game created by Chinese fans (i.e. some fans in china created the game but didn't licence it from the manga's author or the TV producers). From what I've read it has alternative storyline to both the Anime and the Manga which seems to appeal to parts of FMA fandom. There are English language fan communites on Live Journal devoted to it, so if you go use google you might be able to find out more about it.
