Would you say that Skatie Spinner is anime? I think she looks like she's made in Japan, but i don't know really. You can see her at http://www.skatiespinner.com

I would say no, it looks to just be a webtoon and it's in english so that would suggest it's made in the US or UK or other english speaking locale. It doesn't look necessarily anime either, more of a typical cartoonish style.

I would say no, also. Just because it has big eyes doesn't mean it's anime. And all the sound effects sounded "American". Plus what anime title has TM at the end?
