I see what you're getting at, but I can't see why youkai should be Japanese citizens. "Citizen" is a political classification, created by humans for their own purposes, and which youkai are not bound by. They don't pay taxes, don't receive any civil services, and aren't subject to human laws and punishments. They're not even limited to living in the human dimension. So it's quite different from being colonized, where with or without citizenship, the colonized have little to no input into the systems they're still forced to abide by. |

That makes sense, and I admit I wasn't looking at it from that perspective. Instead my thoughts were more along the lines of the rules/laws governing house spirits like Brownies (easiest example I could grab): you treat them like family, and they take care of your house, or in the case of other similar creatures, protect you and your home. By that theory, Kitaro and like yokai deserve/ought to be treated like citizens, given what they're doing to protect the Minister of Defense.
Of course, I grew up with a Domovoi, so my perspective may be colored by that.
