Am I wrong to assume that he jumped publishers from Shueisha to Kodansha?

It's technically a sequel to Flowers focusing on the not-Anna character. He more or less keeps starting a new manga and having it cancelled and then starting another one just can't get a good 300 chapter weekly going again

Yeah, he did in 2017, if I recall. It doesn't happen very often in the manga industry, apparently. I think he wanted more creative freedom, but it also means that his characters didn't appear in anything for the SJ 50th anniversary, and won't appear in Jump Force, which is a shame.

Flowers wasn't a weekly, either. He's only done monthlies for almost a decade, and at one point, he was doing three different series concurrently. Also things don't necessarily have to go on for 300+ chapters to be good.
