I'm confused... is it saying that the anime is premiering in October, even though it's literally still airing since earlier this year? Or is it a different series from the same franchise.

It's the same show, but it's been airing on NHK World, an international channel, and now it will premiere on NHK-E, a Japanese channel.

The anime have been airing in the international channel NHK World. But is going to air in NHK Educational TV in Japan in October. I think the only difference is the opening theme.
I hope there will be another season after this 12 episodes, This one of the most heartwarming slice of life anime I have been watching
