Right, so I know I can watch it on Crunchy now if I feel like it, but... is there any particular reason why we can have a Bluray collection of Takagi-san season 1 and 3, but not 2?

WTF TOUKA GETTAN GETS OFFICIAL RELEASE??? I never thought I'd see the day. Time to see where I messed up in improving the infamously-bad TV-fansubs that were originally released for this series during its Spring 2007 airing. This show is a testament to why you want legitimate streaming services and disc publishers to survive and continue distributing anime, even if you don't care to support them yourself -- back in the day, popular series got multiple fansub options where you could pick and choose the group of your choice, but many niche series got only one release by a group whose Japanese and English skills were sorely lacking. Touka Gettan was decidedly in the latter category.
Don't forget to check out Media-Blasters' Yamibou release to understand the out-of-left-field cameo in episode 14 of Touka Gettan. Although TG's connections to Moonlight Lady are tenuous at best, based on nothing more than the same company being behind the game source materials of both anime.

Because Netflix has that season.
