I will never understand how this obscure literally who stuff sells for Seven Seas, but Boogiepop somehow doesn't.

I get where you're coming from, but looking at this list of licenses, I see BL, GL, "Villainess", and Frieren-style fantasy, all of which either have an audience or are having a moment right now. Factor in that there may be some license-bundling, which saves money, and they probably don't have to sell too many copies to break even on them.

Just a thing, The Journey of a Dark Elf… is one the newest bestsellers in Japan and was released as part of the Young Magazine US by Kodansha. (and in its KManga app) so It's not exactly an obscure title.
