Do the movies take place within the series? Or do they take place after?

I'm pretty sure that first one takes place within the seires. I know that third one does in fact take place after the seris.

Ranma 1/2 Perfect Edition has the answer.

why does it go from the 16th ep to the 1st ep of the 2nd season and then back to the first season though?

Because the first few eps from the second season (ice skating, etc.) were intended for the first season. Infact the last episode of the first season shows flashbacks to these episodes even though they hadn't been shown yet.
